Yes and no. Androgar was in the 50th, but he was never named out loud - his name was only shown in the credits. The dialogue here from the point where the "Gallifrey Stands" message appears is directly from the 50th; everything before that is mine.

The Spear of Rassilon isn't a real thing as far as I know - I did check Tardis Data Core to see if there was one, because it certainly sounds like something that someone official came up with. I just named it that so that I could make the "Rassilon takes credit for everything" joke. :)
