You must have forgot, because I'm sure you must have seen all the whining about it on the web. At the end of "The Giggle", when they defeat the Toymaker, Fourteen is standing on the edge of the UNIT platform, sad about all the death, and Fifteen gives him a hug and they walk back into the command center. At the very end of that scene, the camera pans to the gold tooth lying on the edge of the platform, and a hand with red nail polish picks it up. I think there's a sound of a man laughing, too.

It was definitely meant to mirror the end of the pyre scene in "The Last of the Time Lords", where a hand with red nail polish picks up the Master's ring, and there was a lot of complaining on the web that "Oh, RTD is going to do exactly the same things again."

Heck, anyone could end up being the Master.

I think that having Conrad be the Master would rob that episode of its meaning and significance.
